Exceptional years:

2011: After the failure of a domestic rare earth “rectification campaign” for enforcing compliance had failed in 2010, a repeat-campaign in 2011 severely impaired overall production of rare earths. With the end of the 2011 campaign prices began falling from 21 July 2011 and continued declining over more than 5 years. The episode was unrelated to the “Diaoyu/Senkaku Incident.”

2021: An intermittent shortage of rare earth magnet materials paired with unrealistic demand forecasts led to a speculative boom with thousands of newly-founded private rare earth trading companies buying indiscriminately and haphazardly. The boom ended on MIIT intervention in March 2022 and prices have been falling ever since.
